This dial has NOT been refinished, it is authentic Rolex champagne dial (meaning the paint, luminous hour markers, and all lettering remained untouched), but it was accessorised high quality natural SI diamonds (H to I color) that are set in 18k yellow gold contemporary hour markers (identical to original Rolex).
